User Versions of Reports are private - they are only available to the User who owns them.

This User has 3 different Versions of this Report in addition to the System version. These other options cannot be reached by another User, and are managed in a private Report Library only for the current User.

Therefore, if one wants to make changes to a System Version with the purpose of making it available to everybody, then it must be done with a Swap, because a User Version is not suitable for that purpose. However, making changes to a Report by having User Versions for oneself is perfect, and is the exact purpose of the User Versions functions.
